I believe the Row 4 repeat should start with the "skip 2 st, 5 dc", etc. The end result should be alternating shells throughout the afghan. Each 5dc will be done in the SC of the previous row. Each SC will be done in the middle DC of the 5dc shell from the previous row. I hope this helps.
